Kerala State Wide Area Network (KSWAN)

Government of India had mandated the establishment of State Wide Area Network (SWAN) throughout the Country, in the year 2005, with an aim to interconnect all the States and Union Territories of India, to support the National e-Governance Plan (NEGP) initiatives for Government-to-Government (G2G) and Government-to-Consumer (G2C) services, which focus on high service delivery. Based on this aim Government of Kerala has established a state-of-the-art framework that allows the provision of Wide Area Network (WAN) connectivity and associated services to the public sector in the State, in the year 2008 (G.O.(Ms.)10-2008-ITD), to extend the State Information Infrastructure (SII - consisting of three NOCs at Thiruvananthapuram, Kochi and Kozhikode and the e-Governance Data Centre at Thiruvananthapuram) to the 14 District Headquarters and the 152 Block Headquarters of Kerala.

Kerala State Wide Area Network has been envisioned as the backbone network for data, voice and video communications throughout the State and is expected to cater to the information communication requirements of all the departments. KSWAN will have a minimum bandwidth 2 Mbps connectivity between the state’s headquarters and the district headquarters, the network would provide high uptime (> 99%), redundancy, backup etc. Government has selected Kerala State IT Mission as the State Implementation Agency of KSWAN, for monitoring the activities of the network and to provide support.

For getting KSWAN connectivity:

  • Initiate a communication to KSITM from customer side.

  • In response, KSITM will identify the nearest Point of Presence (PoP) and intimate the customer.

  • Customer to approach any of the Leased Line providers for getting leased line from their end to the nearest PoP. Once the leased line is established, KSITM will confirm and connects them to the PoP.

Right of Way (RoW) for KSWAN

Telecommunication companies with the following eligibility criteria can apply for RoW for KSWAN and should follow the guideline. Government of Kerala had implemented Common guidelines for granting Right of Way sanction to telecommunication companies in the state, vide (G.O.(Ms.)7-2016-ITD).

Eligibility criteria:

  • A Company registered in India under the Companies Act 1956 and functioning for last 5 years, with an average Annual financial turnover of 120 Cr.

  • An ISO 9001 certified company.

  • Expertise in management of Infrastructure and Security of information Technology systems and its best practices.

  • Should also possess 7 years of experience in IT with experience in any large IT Infrastructure Project or similar projects in India for Government/PSU/ Nationalised Banks (16 Cr x 3 or 20 Cr x 2 or 30 Cr x 1).

  • Should also have experience in handling at-least two large WAN projects with minimum 100 geographically office locations for Government/PSU/ Nationalised banks and one large networking project having ISO 27001 certification.
