State Training Policy

The major reason for the worsening in the quality of public service is the lack of post-job training and on job training. Lack of regular training has affected the up gradation of skills, which leads to fear / resistance to change. In view of the above, government has initiated a State Training Policy (G.O.(P.)1-2004-P&ARD) to provide proper skill based training to employees. The State Training Policy recognises that training is an obligation of the State Government to its employees.

The training in the state training policy Includes:

  • Induction training at the time of entry into service

  • In-service training at suitable intervals during career progression, preferably once in five years

  • Promotion-linked training of one month's duration either before or after promotion

  • Short duration exposures

  • Re-skilling consequent to redeployment of employees

The revised State Training Policy of the Government of Kerala has been issued on 13.07.2017 vide (G.O.(P.)9-2017-P&ARD).
